It assesses the interest and power level of each stakeholder. For instance, a stakeholder with low interest but high power could be a potential threat if not managed carefully, as delivering bad results to them could negatively impact the project. On the other hand, such stakeholders could also present opportunities for creating new partnerships and business opportunities if their needs are met and they are engaged effectively.
